
At the beginning of the plenary session this morning there were items passed to eliminate parts of the Traditional Plan passed by a vote of 438-384 at the 2019 General Conference. In growing our partnerships at the table and around the world, the full communion relationships with the Episcopal Church was adopted today. The Episcopal Church has not approved full communion with the United Methodist Church yet. They will not vote on this decision at their general legislative gathering in July 2027. In a lengthy manner, the apportionment formulas for General Agencies were approved today after several divided amendments and votes. The final amended adoption (640 to 94) includes a base rate of 2.595% in 2025 and 2026 which will increase to 2.9% in 2027 and 2028 only if the collection rate is 90% or higher in the first two years.
The last reported collection of 90% was in 2018, was reported by the Chair of the General Council on Finance and Administration, Rev. Moses Kumar.

Other important legislation today included Worldwide Regionalization Petition 7 of 8, a non-disciplinary petition to create a plan for the organization of a US Regional Conference was adopted 639 to 85.
